*For players wondering why Matsushima and Hashidate have been punished with such poor rates-of-fire, it should be noted that at the Battle of the Yalu River, the ships fired their one gun main battery about once per hour for the entire battle. It is unlikely they took an hour for re-loading and likely were cautious when to take their shots. But it was generally agreed that their loading was exceedingly slow and a liability. Players wanting to grant a bit more leeway can give them a 3 ROF for Heavy Gunnery.
Notes: Vessels with a "(P)" after the speed code have great waterline protection and a resulting improved ability to repair Speed (S) hits. See Combat Chart Guide for more information.
